"Planning" is guided by Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, implements the spirit of the important instructions of General Secretary Jinping on film work and relevant central decision-making arrangements, anchors the goal of a cultural power, focuses on the building of a film power, and formulates a plan for the next five years. The development of Chinese film has been planned.

"Planning" focuses on the long-term goal of building a film power, and lists "significantly enhanced film technology capabilities" as one of its main goals. It is proposed that "the national film high-tech research laboratory accelerates the development, the key film scientific research results with independent intellectual property rights are more abundant, the foundation of film industrialization is more solid, the level of special effects production is further improved, and the film standardization system is further improved."

"Planning" proposes to "support the creation and production of science fiction films": implement the "Several Opinions on Promoting the Development of Science Fiction Films" and promote the improvement of the production level of domestic science fiction films.

"Planning" also pays attention to the development of film and television bases (parks) and proposes: "Improve the level of construction of film bases (parks). Guide localities to scientifically plan and develop film bases (parks) to prevent low-level redundant construction and disorderly competition. Support film bases (Park) Construction to further improve the technological content and technical service capabilities, as well as the level of scale, intensification, and specialization. Encourage base enterprises to integrate and develop with tourism, media, information and other industries, and enhance cultural connotation and comprehensive efficiency."
