The measures support high-quality development of Qingdao's film economy and apply to eligible film projects, production companies and film-service businesses operating in the city.

- Development and production: support is available for eligible screenplays, locally registered productions and projects that complete qualifying production activity in Qingdao.
- Quality and market performance: eligible films may receive incentives linked to recognised awards, theatrical release and verified market performance.
- Production services: support covers qualifying expenditure on sound stages, locations, equipment, art departments, accommodation and other local production services.
- Post-production and technology: eligible visual effects, sound, editing, virtual production and digital-production work completed in Qingdao may receive support.
- Distribution and promotion: the measures encourage premieres, professional promotion, market development and the wider circulation of Qingdao-produced films.
- Companies and studios: eligible film companies, studios and production-service businesses are encouraged to establish and expand operations in Qingdao.
- Talent: the city supports professional teams, specialist training and the development of film-industry talent.
- Industry events: eligible festivals, forums, markets and professional exchange programmes may receive support.
- Finance and intellectual property: the measures encourage appropriate financial services, copyright protection and commercial development of film-related intellectual property.
- Application and compliance: applicants must satisfy the published eligibility, documentation, audit and performance requirements of the responsible authorities.
The measures took effect on 1 January 2025 and remain valid through 31 December 2027. Applications are subject to the official implementation rules and review procedures published by the competent Qingdao authorities.
